Lets start by typing text.
Type any text of your choice. I have used Arial black font with 100 point size.
Duplicate the layer.
Right click on its layer name and select rasterize layer.
Control click on its laye name to select it.
Go to filter>pixelate>Mezzotint and apply these settings.
Press control+f for two more times.
Go to Filter>distort>shear and apply these settings.
Press control+d to deselect.
Now apply these layer styles :-

Aapply default inner shadow and bevel & emboss effect to the text layer (Our first layer). Now group and merge both layers. Increase its brightness by experimenting with levels.
Our text effect is complete.
