Create a new file of 300x300 pixel. Fill the background with black. Create a new layer by pressing shift+control+n. Click on Rectangular Marquee tool and select the area as shown in the figure.
Fill the selection with foreground to transparent gradient. Choose green color to fill.
Go to filter>distort>polar coordinates and apply these settings :-
Now go to filter>blur>gussian blur and apply these settings :-

Now duplicate and rotate the layer until you have this shape. Merge all layers (leaving backgroun).
Go to filter>render>lense flarer effects and apply these settings :-

Draw a 1 piexel green color line from the line tool. Add little outer glow in it.
Duplicate and rotate the line until you have this shape.
Group and merge all the layers leaving the background layer. Duplicate and place the layer at the other side of the first one. Our laser lighting effect is completed.
