Creating a birthday card

Create a new file. Fill the background with black.
We will now create ballons. For that, use ellipse tool to draw this shape. Fill it with #373CFF.
Right click on its layer name and select rasterize layer. Now, control+click to select the shape. Use #BFC1FF color to fill the shape as shown in the figure.
Draw a line with line tool.
Use liquify tool (filter>liquify) to wrap the shape.
Group and merge these two layers. Press control+j for two times to duplicate the layer. Press control+u to open Hue/Saturation dialog box. Adjust the sliders to have different colors.
Create another layer and draw these differnet color dots with brush tool.
Go to filter>Blur>Radial blur and apply these settings.

Press control+j to duplicate the layer. Group and merge these two layers. Duplicate and rotate until you get this.
Duplicate and place both layers (Ballon and star shaped layers) as shown in the figure. Reduce their opacity to 40%
Now, we need some candles. Learn how to draw them. Draw a white colored shape with Rounded Rectangle tool.
Apply Gradient Overlay in it:-
Now, select 'RainDrop' shape from the list of autoshapes.
Use #FCE103 as foreground color and draw this shape. Draw a brown color line between the candle and flame.
Group and merge the two layers. Duplicate and arrange them as shown in the figure.
Open a photograph of child.
Select Elliptical Marquee tool and draw a oval shape over the face of child.
Right click on the selection. Click on Feather Radius and give 15 radius. Press control+x to cut the selection. Delete the original child layer. Paste and place the layer as shown in the figure.
Our card is almost complete. Finish the drawing by adding some text in it.
