Start by creating a rounded rectangle using rounded rectangle tool. Press Ctrl+T. Right Click and select distort. Adjust the nodes to get a little distorted shape rather than having a perfect rectangle.
Create a circle using elliptical shape tool.
Create another circle using elliptical shape tool. Fill it with white color. Move this layer below the first circle layer in layer order in layer palette. Enable add to shape area from the top bar. Create some more overlapping circles to create a flower shape.
Similarly create some more flowers and place as shown.
Type "F/F" with a nice font with big font size. Duplicate the layer and hide it.
Apply 1 pixel stroke layer style and reduce the fill value to zero.
Create a new file and create a flower pattern as shown in the image below.
From edit menu select define new pattern. Name it flowers.
Unhide the duplicate layer of "F/F". Press Ctrl+T and rotate slightly.
Double click the layer to open layer style window. Apply settings as shown.
Using pen tool create a rectangular as shown below.
Type "friends forever "over this rectangular shape using a nice font.
