Start by applying a gradient in diamond mode to the background layer.
Insert a cutout of a skull.
Change the layer mode to "Linear Dodge ".
Double click the layer to open layer style window. Apply settings as shown.
Duplicate the layer. Change the glow color from orange to yellow in layer style. Press Ctrl+U to open hue/saturation window. Apply settings as shown.
Similarly create two more duplicates and their colors and glow color.
Open animation window. Create three duplicates of the first frame. For each frame unhide a different color skull and hide the rest of the layers. Adjust delay durations as per your choice.
