Creating abstract radial background effect

Start by applying a radial gradient of multiple colors.

From filter menu select artistic>>paint daubs. Apply settings as shown.

Duplicate the layer. From filter menu select artistic>>plastic wrap. Apply settings as shown.

Press Ctrl+F several times to reapply the filter with same settings.

Change the layer mode to "Linear Burn".

Select and merge both the layers. Duplicate the layer. From filter menu select Pixelate>>Fragment.

Change the layer mode to "Vivid Light".

Select and merge all the layers. From filter menu select brush strokes>>ink outlines. Apply settings as shown.
