Creating celebrity wallpaper with clouds effect

Start by applying a blue to sky blue gradient in linear mode to the background.

Create a new layer. Create a elliptical selection using elliptical marquee tool. Press Alt+Ctrl+D to feather the selection. Fill it with white color.

Double click the layer to open layer style window. Apply settings as shown.

Similarly create more clouds and place as shown.

Insert a cutout of any celebrity of your choice.

Press Q to enable quick mask. From "Filter" menu select "Render>>Difference Clouds". Press Ctrl+F several times to to reapply the filter.

Press Q again to disable the quick mask.

Create a new layer and fill the selection with white color.
