Go to filter>texture>grain... and give these values.

Press control+u to desaturate.
Press control+l to open level dialog box. Adjust the sliders until you got this :-
Press control+u to open hue/saturation dialog box. Apply these values in it :-
Go to filter>render>lighting effects and adjust the sliders as shown in the figure :-

Press control+j to duplicate the layer. Click on unlock button present in the layer pallate. Now, go to Edit>Transform>Flip horizontal. Set the layer mode to multiply and opacity to 60%. You now have a metalic texture :)
