Double click the layer to open layer style window. Apply settings as shown.

Similarly add small pipes on other parts of alphabet.
You can use different sizes and rotation values for the pipes depending upon the alphabet lying below the pipes.
Select and merge all the layers. Duplicate layer. Enable lock transparent pixels from layer palette. Press Ctrl+T. Right click the layer and select distort. Fill it with gray color. Adjust nodes to create a perspective shadow.
