Create a new file of your choice. Fill the background with black. Select Ellpitical Marquee tool and draw a circle in middle of canvas. Create a new layer by pressing shift+ctonrol+n.
Fill the selection with black. Now change the foreground color to black and background to red. Keep the selection active and go to filter>texture>grains and give these values :-
Our aim is to make red dots and remove the background. You can also use brush tool if you like but its little time consuming to create small dots in it. Another way to get similar effect is to use noise filter. But, you will not get sprayed dots from the noise filter as produced by the grain filter. Anyway :-) go to select>color range and click on white color in the box.
By doing this we have selected the black area in the image. Press delete to erase the black color.
Now, go to filter>blur>radial blur and apply these settings :-

You will notice that the color is still very dull. Dont worry, press control+j to duplicate the layer until you have something bright.
Group and merge all the layers (leaving the bacground). Now right click on its layer name and select blending options. Select outer glow and apply these values. I have used similar red color to glow the shape.
now duplicate this layer. Change its color to your desired colored by using hue saturation command. Add similar outer glow color to the layers which we have changed the colors trhough hue/saturation.
