Press 'D' to change the default Black & White color.

Go to filter>Render>Clouds

Press control+f until you have this

Go to filter>sketch>Bass Relief... and apply these settinings :-

You will have something like that

Again go to filter>sketch>plaster... and give these values :-

Your image should look like this :-

Press control+I to invert the colors :-

Our image is almost ready. Press control+u to open Hue/saturation dialog box. Click on colorize and drag the slider until you have this :-
