Create a new file. Use Rectangle tool to draw this shape. Fiil it with #3E6BFE color.

Press control+j to duplicate the layer. Use #012184 color to fill the shape.

Move this layer next to the first layer.

Press control+t to transform this shape.

Draw some 'windows' using rectangle tool.

Now group and merge all the layers. Add 2 pixel wide white color stroke in it.

Press control+j to duplicate the layer and arrange them as shown in the figure.

Draw this shape with rectangle tool. Fill it with #160B67.

You will notice that the 2 pixel white color stroke is now visible.

Draw the sun over the builidings using Ellipse tool.

Draw two white color lines with line tool. Add text to complete the logo :)
